Alex Fedor
Managing Director

Experience

Mr. Fedor has 18 years of airport finance experience on projects in the United States and internationally. He joined AvAirPros in 2001.
Mr. Fedor is currently responsible for managing the Airline Liaison Offices at San Francisco International Airport and Los Angeles International Airport. He is responsible for the review of airport budgets and rate-setting analyses; the review of capital improvement program financing plans; coordinating airline agreement negotiations; and coordinating numerous other policy, financial, and planning issues.

Mr. Fedor’s experience includes a broad range of airport finance and strategic issues including airline rates and charges analyses, airline agreement negotiations, capital improvement program financial planning, airport privatization, airport economic development, airport strategic planning, and Passenger Facility Charge programs. Some of his experience is detailed below.

Currently, Mr. Fedor is assisting the airlines and Los Angeles World Airports revise the allocation of and rate-setting for operating costs at Los Angeles International Airport. He is also assisting in the preparation of a funding plan for initial capital projects to be undertaken under the Master Plan.

At San Francisco International Airport, Mr. Fedor is assisting the airlines in the renegotiation of the airline agreement. Discussions include the immediate rehabilitation of the vacant Terminal 2 and the eventual rebuilding of Terminal 1 as well as other capital projects.

Mr. Fedor was responsible for all financial consulting services to the New Orleans Aviation Board throughout the 1990s. He assisted the Board negotiate a new airline agreement for Louis Armstrong New Orleans International Airport in 1992 and again in 1999. He prepared both the airline agreement and financial model used in the negotiations.

In 2000, Mr. Fedor was responsible for a strategic plan to maximize the economic development potential of the City of San Antonio’s aviation assets—San Antonio International Airport, the joint-use part of Kelly Air Force Base, and Stinson Municipal Airport. The analysis addressed the physical planning, industry trends, and business issues for air cargo, aircraft maintenance, passenger air service, and general aviation industry segments. In 1999, Mr. Fedor was also responsible for identifying and implementing operational and business practice improvements at the City of San Antonio Aviation Department.

In the late 1990s, Mr. Fedor participated in various capacities in the privatization of Stewart Airport in New York; Howard Airport in Panama City, Panama; the nine-airport Mexico Southeast Group; Rafael Hernandez Airport in Aguadilla, Puerto Rico; and Port-au-Prince International Airport. He prepared numerous documents related to these transactions including offering documents, information memoranda, strategic plans, and proposals.
