Experience

Ms. Oplchenski joined AvAirPros in 2007. As a director in the Aviation Strategy and Financial Services Practice, her responsibilities include developing computerized rate-making models that help airlines with financial forecasting, assisting with use agreement negotiations and preparing plans of finance for capital improvement programs.

Ms. Oplchenski has significant experience in airport financial consulting. She led the effort to develop a new rates and charges model for Chicago O’Hare International Airport in support of the World Gateway Program. She participated in developing rating agency presentation materials in connection with the issuance of a $700 million PFC-backed bond during her tenure with a prominent airport consulting practice.

Prior to AvAirPros, she was a member of the financial consulting team at Lester B. Pearson International Airport, where she participated in the preparation of four financial feasibility studies that supported the issuance of over CA$6.6 billion in airport revenue bonds. She also has assisted in the development and implementation of a new airline rates and charges model and methodology and has participated in meetings aimed at negotiating a new airport use agreement.

Currently, Ms Oplchenski is assisting the airlines serving the new North Terminal at Detroit Wayne County International Airport to negotiate a use and lease agreement and to develop a rates and charges methodology.

In Addition, Ms. Oplchenski is assisting the airlines to review the cost of services provided by Miami International Airport and to work with the County to determine whether these services should be continued and who is best positioned to offer those services in an effort to reduce airport costs.

Ms. Oplchenski has been involved in several privatization initiatives. For the Hermes Consortium in Italy, she developed a computerized rates and charges model for its use in preparing its bid for the Turin Airport, as well as assisting in the preparation of the Consortium’s business plan. She was responsible for preparing the economic and demographic analyses for SCL Terminal Aereo Corporation, the consortium that was awarded the concession to operate the terminal facilities at Arturo Merino Benetiz International Airport in Santiago, Chile. She played a key role in preparing the feasibility assessment for the lenders to Aeropuertos Argentina 2000, the consortium that was awarded the concession to operate and develop 33 airports in Argentina.
