Experience

Mr. Liu joined AvAirPros in 2003 with over sixteen years in Architectural Design and Planning Services. For the past eleven years he has focused on Airport Terminals Design and Master Planning.

Mr. Liu was a key member of the $191M Terminal A/B Expansion Program for Southwest Airlines at Baltimore/ Washington International Airport. He was actively involved in the design and construction of the base building and the tenant improvement projects on behalf of Southwest Airlines. This successful project was recently completed in the 3rd quarter of 2006.

Mr. Liu is currently representing the signatory airlines in Indianapolis on the $1.0B Midfield Terminal Development Program on technical and design issues. In addition, he is also actively involved in a Master Planning assignment in Seattle-Tacoma International Airport and Los Angeles. These efforts include forecasting and facility planning activities.

Mr. Liu has extensive planning experience in the development of complex, multi-phased airport projects. Mr. Liu continues to actively participate in planning and design efforts at various airports. His aviation technical experience is highlighted as follows:

-Airline Programming/Planning – Facility programming and space planning to meet current demands as well as projected capacity requirements.
-Airport/Airline Liaison Officer – representative for both airport and airline clients concerning the development of terminal/facility/property issues.
-Airport Master Planning – Land use studies to meet the projected passenger forecast and demand activities.
-Apron and Special Systems – Analyses of aircraft fleet mix, GSE, and special systems for hub and non-hub airports.
-Baggage Handling System – Conceptual and schematic, construction and implementation of baggage handling systems.
-Terminal Capacity Analyses – Facility requirements to meet near-term and long-term passenger demands and activities.
-FIS Agencies Programming/Planning – Space programming at national and local levels to meet agencies’ requirements.
-Phasing Implementation – Construction phasing, budget phasing, and demand phasing to include sequencing of work to minimize impacts to airport and airline operations and improve customer service.
-Terminal Security – Tactical planning, crisis management, and risk assessment that relate to Security Screening Checkpoint and Hold Baggage Screening.
-Strong understanding of operational, space, and customer service implications relating to implementation of Explosive Detection Systems within U.S. airports. Excellent working knowledge of security equipment, processing capacity, and throughput capabilities.
-Standards – General understanding of IATA, ICAO, FAA Advisory Circulars.

In addition to airport planning and design experience, Mr. Liu brings architectural and construction management experience related to many building types. Over the years, Mr. Liu’s experience and problem solving abilities have provided positive perspectives into the airport implementation process.
