Experience Debbie Bearden has extensive lease negotiation, strategic development, and airport financing experience in the aviation industry. She is currently serving as the Executive Director of the New York Airlines Liaison Office for LaGuardia and John F Kennedy International Airports and providing support for the Love Field Modernization Program – Program Controls Group. Ms. Bearden’s role as the Executive Director of the New York Airlines Liaison Office includes: assisting the airlines in controlling their leasing and operating costs at the two airports, reviewing and oversight of Port Authority capital and operating budgets, providing input as to the best sources and uses of capital investment available to the airports, keeping abreast of industry advances that promote cost avoidance while maintaining high levels of customer service, safety and security, as well as disseminating valuable local, political and operational information to the airlines. Ms. Bearden’s current involvement with the $519 million Love Field Modernization Program is to provide support for the overall implementation and management of the Program Procedures, to support Southwest Airlines in the completion of the financing for the program, and to support the Program’s Financial Controls function, on behalf of Southwest Airlines and the City of Dallas Aviation Department. Ms. Bearden assisted Delta Air Lines Corporate Real Estate in renegotiating system-wide airport leases during its bankruptcy, including BOS and CVG, which alone reduced Delta’s annual real estate costs by over $30 million. Prior to joining AvAirPros, Ms. Bearden served for five years as Finance Director and member of the senior leadership team for the $6.7 billion Hartsfield-Jackson Development Program (HJDP),. In addition to managing the finances of the HJDP, her responsibilities included; identifying and acquiring various sources of funding; providing financial analysis for rates and charges; business analysis; and negotiation support. She also assisted the City of Atlanta Chief Financial Officer in the solicitation and procurement of approximately $1.4 billion in long-term financing for the HJDP in 2004. Ms. Bearden assisted Hartsfield-Jackson Atlanta International Airport’s (HJAIA) Aviation General Manager with airline tenant negotiations and lease amendment for the planned international terminal. In addition to this, she planned, developed, and negotiated the long-term lease agreement for HJAIA’s $450 million consolidated rental car facility. During her tenure with the HJDP, Ms. Bearden was instrumental in: obtaining a $104 million Letter of Intent grant from the FAA for the fifth runway at the Airport; developing and coordinating financing plans for various elements of the program with the airport and the airlines; and identifying and assisting in the acquisition of revenue bonds, passenger facility charges, and Federal Aviation Administration entitlement and discretionary grants. Prior to joining the HJDP, Ms. Bearden worked for Delta Air Lines, Inc. for over 20 years in the Corporate Real Estate, Treasury and Delta Technology divisions. During her tenure in Corporate Real Estate, her primary responsibilities included the three Port Authority of New York and New Jersey airports, where she chaired the Airline Airport Affairs Executive Committee that manage airline interests at LaGuardia Airport and JFK International Airport. As Chair, she coordinated and negotiated issues among the approximately one hundred and fifty scheduled airlines and The Port Authority of New York & New Jersey.
