David Brewer
Senior Director

Experience

Mr. Brewer is a registered architect and currently serves as the Senior Technical Director for the Airline Master Plan Team (AMPT) at Hartsfield-Jackson Atlanta International Airport. He is responsible for representing the airline’s interests on all planning, programming, and construction issues with the Airport’s $6.7 billion capital program. This program includes airfield development, existing terminal and concourse expansion/renovations, and new international and domestic terminal/concourse complexes.

Mr. Brewer previously worked for a large international architectural and engineering consulting firm. During Mr. Brewer’s tenure, he was a Vice President in Architecture and chief of their airport planning and programming group. He assisted in preliminary planning efforts and business development at various national and international airports. Primarily, Mr. Brewer worked with the Miami-Dade Aviation Department as part of the general consulting team to develop the Miami International Airport’s $5.4 billion capital improvement program, which included new terminal expansions, new runway and airport support facilities.
      
Airport planning experience included sighting for the new air traffic control tower, cargo development, and general aviation center with USCBP support, coordinated developments such as United, LAN Chile, UPS, FedEx distribution centers, FBO, and aircraft maintenance hangars. As part of the planning effort, he developed a comprehensive analysis of the construction phasing, construction logistics and published the MIA’s “Construction Notice to Users” for Airside and Terminal construction coordination.
        
Terminal planning experience included support in all aspects and levels of the airport’s operations. This support included a wide array of analyzes, modeling and studies including flow analysis, baggage system capacity, ground support equipment, in-bound international processing, and alternative fuel usage analysis. He served as Chairperson for the committee that coordinated the needs (operational and facilities) of the Federal Agencies at the Airport and assisted in the development of the airport’s security master plan.

As part of the overall capital program support, Mr. Brewer assisted in the preparation of the document for the rating agencies and other government agencies. Mr. Brewer coordinated the establishment of MIA’s Airport User Group, which reviewed, prioritized, and recommended project funding. This group established a strong program control team that manages the changes in scope, budget, and schedule of the capital program.
