Experience
As Officer-in-Charge of AvAirPros’ Aviation Planning Practice Area, Mr. Casto draws on over twenty-three years of experience in the airline and aviation consulting industry. This experience includes assisting clients in their efforts to validate the scope, budget and financial-related impacts of proposed capital improvement programs (CIP), as well as addressing facility planning and operations issues. His demonstrated leadership in conceptualizing analytic frameworks, implementing processes to develop quantifiable and objective data, and facilitating communications between airport operators and airlines, is frequently cited by client representatives as a key reason for their ability to reach consensus on CIP related issues.In addition to his current Practice Area Management related responsibilities, Mr. Casto is currently providing advice and counsel to the State of Hawaii DOT-A and airlines serving HNL in their mutual efforts to implement the HNL Modernization Plan that was developed under his direction. He is also providing assistance related to the review of the LAX Master Plan and the implementation of the CIP at MIA. Mr. Casto continues to serve as Officer-in-Charge of SFO’s Airline Liaison Office (ALO) and participates on an Advisory Panel established by the Airport Director. Mr. Casto was previously involved in the ALO’s at SFO, YYZ and SJC, the SEA Airline Technical Representative office, and the ACH Project Management Office (forerunner to current HNL ALO). Each of these offices was established to assist the airlines and airport authority in their mutual efforts to address the multitude of technical, operational, financial, and airport use and lease agreement related issues that arose as part of the multi-billion dollar CIP’s implemented at each airport. Mr. Casto has also directed and/or participated in numerous passenger terminal building related planning/design and operational studies. Prior to joining AvAirPros, Mr. Casto was a Senior Staff Analyst in the Financial Analysis/Planning Department and a Project Engineer in the Airport Facilities Planning and Engineering Department at United Airlines (UA). Prior to joining UA, Mr. Casto was a Senior Facilities Project Administrator at USAir. Mr. Casto began his career in 1984 as a Senior Consultant with Landrum & Brown, Inc. where he worked on the O’Hare Redevelopment Program. While at Michigan State University (MSU), Mr. Casto served as a Teaching Assistant in the Department of Civil Engineering under Frank McKelvey. In this capacity, he assisted Mr. McKelvey, who taught the Airport Planning Curriculum at MSU, and provided assistance with the research and preparation of draft material for Dr. McKelvey’s textbook entitled Planning and Design of Airports, Third Edition published by McGraw Hill in 1983.
