Mr. Burchett joined the staff of AvAirPros in 1995. His aviation experience is in airport financial analyses, rates and charges analyses, use and lease negotiation, and in providing technical and operational expertise as management options are evaluated and implemented.Mr. Burchett has a strong background in use and lease negotiations, rates and charges methodologies and financial planning and analysis. He has assisted airlines and airports negotiate use and lease agreements at the following airports:
• Alaska International Airport (twice)
• Denver International Airport (twice)
• State of Hawaii Airports System (twice)
• Los Angeles International Airport
• Minneapolis International Airport
• Portland International Airport
• Seattle-Tacoma Int'l Airport(twice).
In each of these negotiations Mr. Burchett played a key role in helping the airlines and the airport reach agreement on business terms. This requires a thorough understanding of rates and charges methodologies, financial planning, financial modeling and analysis, capital budgeting and aviation demand forecasting.
Mr. Burchett is currently providing Airline Liaison Office services to Los Angeles International Airport. In this capacity Mr. Burchett is responsible for coordinating financial and strategic issues for the airlines. He reviews annual operating budgets and rates and charges calculations. He is working with the Airlines and LAWA to develop a funding plan for future capital improvements as the Master Plan is implemented. Mr. Burchett also assisted the carriers serving Terminals 1 and 3 in use and lease negotiations with LAWA.
Mr. Burchett is currently providing Airline Liaison Office services to Miami International Airport. He is responsible for coordinating financial, strategic and operational issues for the airlines. He coordinates the AvAirPros project team efforts through the ALO. Mr. Burchett reviews annual operating budgets and rates and charges calculations. He works directly with senior airport staff to address issues facing the airport and the airlines in the midst of implementing a CIP in excess of $6 billion.
