Experience
Mr. Stephens currently serves as the Airline Technical Representative (ATR) at Seattle-Tacoma International Airport (SEA) and Portland International Airport (PDX). As the ATR, he coordinates and maintains airline industry involvement in the $3.1 billion Capital Improvement Program (CIP) currently underway at SEA. This program consists of existing terminal and concourse expansion/renovation, terminal wide systems upgrades, airfield improvements and terminal wide baggage system upgrades including screening. In PDX, Mr. Stephens’s primary focus includes the $ 140 million baggage screening improvements project.Mr. Stephens has acted as the airlines’ contact and technical representative in the design and implementation of the SEA $350 million airport baggage screening upgrade and the PDX $140 million baggage screening upgrade. The SEA program includes three common use baggage screening and sortation systems consisting of multiple inline EDS machine matrices and three inline, individual use, multiple EDS machine systems. In PDX, the program will replace the existing legacy systems with a new terminal wide baggage system with common sortation. Mr. Stephens’s involvement in SEA and PDX has included coordination and review of the baggage program, construction phasing and interim systems development, and implementation. His experience has proven to be an invaluable asset. Mr. Stephens has specialized in the emerging baggage screening field and has unique insight into the challenges presented when inline baggage screening is incorporated and activated into an existing or new airport terminal. This ability led the Miami International Airport to request his services with regards to the activation and trouble shooting of their inline 10 CTX system for the South Terminal. Mr. Stephens serves as the single point of contact between the Port of Seattle and the signatory airlines. He coordinates airline involvement, provides analysis of the technical and operational issues, and monitors the schedule and budget associated with the Capital Improvement Program. In addition to construction planning for airline tenant build-outs, Mr. Stephens provides expertise in the coordination and implementation of communications infrastructure projects for both the airport and airlines. He has played a key role in relocations and tenant build-outs of US Airways, Delta Airlines, American Airlines, Frontier Airlines and Southwest Airlines for projects ranging from $0.5 million to $4 million.
