Experience
Lisa Todd serves as the Program Financial Controls Director for the Dallas Love Field Modernization Program (LFMP) working directly with Southwest Airlines and the City of Dallas Department of Aviation. Ms. Todd coordinates the financial controls activities of the $519 million capital improvement program. The LFMP is a multi-year program with multiple projects, funding sources (including federal funds), contractors and stakeholders. Her responsibilities include development of financial controls and financial management reports, interpreting and validating financial data, direct oversight of daily operational functions concerning invoices, contracts and change orders, proper accounting of program costs and project funding allocations, This role also requires development and coordination of Program financing plans with Southwest Airlines’ Treasury Department and the City of Dallas Department of Aviation.
During the past 25 years, Ms. Todd has utilized a strategic view to implement tactical objectives by: identifying the individual projects required to make the overall program successful; establishing a realistic budget for the projects; coordinating the budget with each of the stakeholders; articulating program funding sources and strategy to secure program funding; crafting contractual specifications that support project accomplishment with understandable, enforceable parameters; establishing financial controls that allow appropriate checks for contract compliance, invoice processing, fund allocation tracking, financial reporting and management oversight of the program through multiple categories of fixed and ad hoc reports. Her ability to adapt and size the financial model to a particular program has successfully served numerous clients with multiple million dollar capital efforts by capturing accurate data, compiling reliable, verifiable reports and generating a high level of management confidence by insuring the best information is available to assist in making critical recommendations and obtaining executive support and timely decisions.
From 2000 thru 2007, Ms. Todd was the invoice compliance manager for the City of Atlanta Hartsfield-Jackson Atlanta International Airport $6.7 billion capital improvement program. In this capacity she directed the financial management operation of consultant and contractor invoice processing, as well as audit and contract administration. She developed and implemented a highly successful, customized capital invoice processing system and integrated the system with the City’s financial systems to provide auditable financial data, reconciliation and tracking capabilities, and program and project cost and funding reports for executive management operational, performance and funding decisions.
Financial responsibility for operational and capital projects and programs has been a prominent part of Ms. Todd’s professional tenure. Her background includes positions as Chief of Financial Operations and Finance Manager for municipal and county governments with multi-million dollar operation and capital improvement programs. This included financial management of a $215 million transportation improvement, road construction, drainage, and storm water construction program. She provided expertise and management of all finance, budget and purchasing activities for the recently incorporated City of Sandy Springs, Georgia.
