Experience

Mr. Chivington is President of AvAirPros, responsible for all practice areas including: financial consulting services; planning and technical services; project management services; program coordination (ALO) services; operational management services; and strategic planning.

Mr. Chivington presently serves as the Director of the Airline Master Plan Team for the $6.5 billion Atlanta Hartsfield-Jackson Development Program and is also a member of the airport’s CIP management peer review team.

Previously, Mr. Chivington managed the Airline Liaison Office (ALO) for the $1 billion Midway Development Program. In this role, he developed the business deal, and assisted with use agreement negotiations, bond financings, and other financial and technical matters related to the Program. In addition, the ALO was the project manager for $90 million of airline equipment, a new fuel storage and hydrant system, and airline tenant improvements.

Mr. Chivington was responsible for financial services related to a new facility use and lease agreement to support the special facility financing of the $400 million Terminal One at John F. Kennedy International Airport, on behalf of a consortium of four foreign flag carriers. Also, Mr. Chivington has provided financial and business consulting services to the Airlines Committee of Hawaii related to the negotiation of a new Airport Use and Lease Agreement with the State of Hawaii for the five principal airports in the State.

From 1990 to 1994, Mr. Chivington was a vice president in charge of Landrum & Brown’s financial and program implementation practices. In that position, he served as Officer-In-Charge and was responsible for financial feasibility studies to support General Airport and Special Facility financings at O'Hare and Midway totaling over $550 million. Mr. Chivington was responsible for the preparation of the financial feasibility analysis for the planned $10 billion Lake Calumet Airport in Chicago including support for the City/State negotiations for the proposed airport.

Mr. Chivington managed the lease negotiations for the City of Chicago for the new 900,000 square feet American Airlines terminal at O'Hare. He served as Officer-In-Charge during the development of the financial model for the new Midway use agreement and the Passenger Facility Charge applications at O'Hare and Midway to support ongoing development at Chicago's airports. In addition, Mr. Chivington supervised the preparation of the Master Plans' Implementation Plans for both Detroit Metropolitan Wayne County Airport and Lambert-St. Louis International Airports, each of which was in excess of $1 billion.

From 1988 to late 1990 Mr. Chivington was the Executive Vice President of Aviation Resource Partners responsible for finance and management. In this role he represented the Chicago International Carriers Association (CICA), which consisted of approximately twenty foreign flag and domestic carriers. Mr. Chivington represented them in their financial negotiations with the City of Chicago for the $470 million International Terminal Development at O'Hare. From 1986 through 1990, Mr. Chivington was the controller for United Airlines’ $600 million Terminal One development at O’Hare. In additional to this project, Mr. Chivington was involved with financial feasibility studies for a cargo facility for Japan Airlines and the City of New Orleans.
