AvAirPros was retained in December 1999 as a member of the Airline Master Plan Team (AMPT) in support of the airlines serving Hartsfield Atlanta International Airport (ATL). The 10-year $5.4B Capital Improvement Program (CIP) includes a new runway, airfield improvements, airfield support facilities, consolidated rental car facility, new international terminal landside facilities and gates, new south terminal, concourse expansions, and various terminal and concourse improvements.In its role, AvAirPros is responsible for the financial and technical review of all projects that are to be designed and implemented as part of the CIP that impact the airline rate base and/or operations. The City of Atlanta, Department of Aviation, is required to present CIP projects through a review process that requires formal submittals for programmatic information, conceptual alternatives, schematic design and design development. Throughout this process AvAirPros ensures that the integrity of the Majority-In-Interest approved plan of finance is maintained and technical concerns regarding project scope, functionality, schedule, and budget are addressed. The AMPT serves to represent the airlines' interests with respect to the CIP providing day-to-day interface with the Department of Aviation, its program manager, and its various consultants. This daily interface provides the airlines with the ability to monitor CIP progress and influence the overall program as it progresses from early conceptual stages through construction and then ultimately project closeout.
