After 50 years of distinguished service, Bergstrom Air Force Base was decommissioned and the land returned to the City of Austin. The City opened the new $585M, 25 gate Austin-Bergstrom International Airport to commercial passenger service in May 1999. A multi-use facility, Austin-Bergstrom serves commercial and general aviation, the State Aircraft Pooling Board, and the Army National Guard. Soon after the opening, AvAirPros was engaged by the City of Austin?s Department of Aviation to assist in monitoring the plan of finance for the new airport. In its role, AvAirPros assisted the airport in the development and maintenance of long-term financial plans for the airport system; assisted in the establishment and adjustment of Signatory Airline and other airport tenant rates and charges for the use of airport system facilities; and assisted in the development, negotiation, and implementation of agreements between the airport and airport tenants for the use of airport system facilities. In addition, AvAirPros assisted the Department of Aviation in reconciling each of the funding sources used to pay for the new airport, determining the amount remaining for each funding source (if any), and then proposing different alternatives for usage of the remaining funds that best fit the Airport and the airlines objectives. Ongoing financial services by AvAirPros include assisting the Aviation Department with 1) calculating the annual airline rates and charges, 2) preparing the annual year-end reconciliation of airline rates and charges and 3) updating the 5-year financial forecast model that contemplates the financial effects of the 5-year capital improvement plan.
