AvAirPros was retained in 1996 by the City and County of Denver at the request of the airlines serving Denver to represent the collective interests of the airlines and the airport. AvAirPros has developed an in-depth understanding of airline rates and charges at Denver International Airport and has constructed a detailed financial model which is used to review proposed airline rates and charges and mid-year adjustments to airline rates and charges on behalf of the airlines serving Denver. In this function, AvAirPros participates in the operating and capital equipment budgeting process with the airport each year. The airlines and the AvAirPros are invited to participate as the annual operating and capital equipment budgets are developed by airport staff. In addition AvAirPros participates on the CIP Steering Committee which provides recommendations on program and key issues while reviewing and monitoring the planning, programming, design and construction of the CIP. Impacts of the proposed CIP on airline rates and charges are also analyzed by AvAirPros. In 1999 AvAirPros was asked to help the airport and the airlines negotiate a settlement of cost issues relating to the Concourse A baggage system. A negotiated settlement which resulted in the write-off of Concourse A baggage sortation space, refinancing of airport revenue bond debt and revisions to the rates and charges methodology was achieved through rigorous financial analysis and discussions among the airlines and between the airlines and the City.
