AvAirPros has been jointly engaged since 1997 by the Airlines Committee of Hawaii (representing the Signatory Airlines serving Hawaii) and the State of Hawaii Department of Transportation - Airports to provide Hawaii Airline Liaison Office (HALO) services for the State?s capital improvement program. HALO represents the collective interests of the airlines in the planning, design, and construction of the capital improvement program at the State?s 15 airports. In addition, HALO assists the State in the development of its capital improvement program to be responsive to airline and other user needs.

AvAirPros, in the HALO role, is providing financial, technical, and management consulting services to both the airlines and the State in their collective effort to implement the $700 million capital improvement program. AvAirPros also assists ACH airlines on an as needed basis in resolving various technical issues with the State that may arise from time to time.

The State and Airlines Committee of Hawaii agreed to engage in a cooperative public/private approach to the planning, design, and construction of the capital improvement program. HALO is key to the success of this innovative approach through its intensive coordination between the State and the airlines, and its support of needed financial and technical analysis to assist in the resolution of conflicts and contentious issues.
