Airport Development Program

AvAirPros was retained by the Port of Oakland in July 1997 in an effort to coordinate the interface between the Port of Oakland and the Airlines serving Oakland International Airport (OAK), for the implementation of their Airport Development Program (ADP). AvAirPros serves in the capacity of an Airline Liaison Office (ALO).

The OAK ADP consists of a near term improvement program with preliminary estimated costs in the range of $1B over the next 5 to 7 years. The program consists of the following: landside improvements to the roadway access, a new parking garage and a new two level curbside roadway; terminal improvements include a new two level terminal building, concourse construction will add 12 new gates; airside improvements include additional aircraft apron, taxiway improvements and expansion of the existing hydrant fueling system.

AvAirPros will provide the Airline Liaison function throughout the implementation of the near term program to address the multitude of technical, functional, environmental and Airline/Airport operational issues which will arise during the implementation of the ADP. The ALO will serve as the point of contact between the Airlines, the Port Staff and the Port consultants during the predesign, design, construction and startup phases of the program. In this role, for each of these phases, AvAirPros will serve to coordinate the various Airlines? perspectives, viewpoints and experience with the Port and its consultants to constructively provide the program with the collective experience accumulated by the Airlines? involvement with many similar airport improvement programs.

It is important to note that OAK does not require Majority in Interest (MII) approval for their program or for any of its components. However, the Port welcomed AvAirPros? involvement in the program in the ALO capacity, recognizing that in implementing a successful program, coordinated, constructive Airlines involvement will vastly improve the chances of success. In the effort to develop a mutually beneficial business relationship between the Port and the Airlines serving OAK, AvAirPros created a Mission Statement/Partnering Agreement, which will serve to provide guidelines and a point of reference for the Airlines? participation in the successful implementation of the ADP. These guidelines will serve to address the technical, business and financial issues that will present themselves throughout the implementation of the ADP.
