San Francisco International Airport, in cooperation with the San Francisco Airline Airport Affairs Committee, established the Airline Liaison Office (ALO) to facilitate the implementation of the $2.4 million Near Term Master Plan Program (NTMPP) and the $500 million Five Year Capital Plan Program. Airport & Aviation Professionals, Inc. (AvAirPros) was retained by the Airport in 1994 to assist both the Airport and the airlines to formulate, organize and staff the ALO. The ALO assists the Airport by coordinating airline involvement during the planning, design, construction and start-up phases of the capital improvement projects which will be implemented as part of the NTMPP and Five Year Capital Program.

The ALO is serving as a single point of contact for the Airport as it relates to coordination of the airlines' review of certain large projects as required by the Airport - Airline Lease and Use Agreement. In general, the ALO is providing assistance to the Airport and its consultants to ensure that those project submittals which require review by the airlines are sufficiently detailed and properly distributed to the appropriate airline representatives for review and comment. Further, the ALO is assimilating comments from the various airlines and is providing a consolidated set of comments from the airlines which represents the consensus of all airlines to the Airport. In addition, the ALO is serving as the airlines' representative and is providing input on behalf of the airlines, on a day-to-day basis, at meetings with the Airport and its consultants as they relate to the implementation of the NTMPP.

The Airport and the airlines believe that the establishment of the ALO enables both the Airport and airlines to address the multitude of technical, financial and operational issues which will arise during the implementation of the NTMPP in a timely and cost efficient manner. This should minimize the potential for unnecessary delays and budget overruns.
