Airport Development Program

The Greater Toronto Airports Authority (GTAA) and the Airline Consultative Committee (ACC) agreed in June 1999 to establish an ALO at Lester B. Pearson International Airport. Subsequently, AvAirPros Canada was retained by the GTAA to staff the ALO office.

The ALO has been established to serve as the main point of contact for the ACC as well as the GTAA staff and their consultants, regarding the coordination of airline involvement during the planning, design, construction and commissioning of the $4.4 billion Airport Development Program (ADP). The ADP includes construction of: the first three stages of a new 86 gate terminal to replace existing Terminals 1 and 2; associated roadways and a 12,500 stall parking garage; new infield development comprised of air cargo facilities, aircraft maintenance hangars, a flight kitchen and an 11 gate infield holdroom facility; and expanded airside infrastructure including a new runway and associated taxiways. Since being retained by the GTAA, the ALO's scope has been expanded to include the $245 million redevelopment of Terminal 3.

The ALO provides program monitoring and reporting services, document control, technical/operations analysis, and technical support services to the ACC. In addition, the ALO coordinates ACC member airline input to the GTAA related to the ADP and other capital improvement projects. The ALO supplies on a regular basis to the ACC membership, timely information updates regarding project scope, schedule and budget.

Specific ALO responsibilities include:

- Facilitate discussions between the GTAA and the ACC related to the ACC's observations, concerns and recommendations regarding the ADP project scope, budget, schedule and implementation.

- Coordinate receipt of project submittals from Airport staff and their consultants and subsequent distribution of project submittals to airline representatives for review and comment.

- Coordinate activities of ACC Subcommittees and serve as Chairperson as requested by the ACC.

- Review design development drawings, project budget reports, project schedule reports and other project submittals and provide written comments.

- Provide, on an advisory basis, technical input to the airlines as well as to airport staff and their consultants.
